Paraguay Investor Pass (Resolution 283/2026): the four routes compared to the classic residency

The Paraguay Investor Pass is an investment program that, since April 17, 2026, allows direct permanent residency, meaning without the usual 2-year stage via temporary residency. There are four routes: a productive investment from 70,000 USD, a tourism project from 150,000 USD, and financial instruments or real estate from 200,000 USD each. What the Investor Pass is (Resolution MIC 283/2026)

The Investor Pass has been in force since April 17, 2026 and is governed by Resolution 283/2026 of the Ministry of Industry and Commerce (Ministerio de Industria y Comercio, MIC for short). It is run jointly by two bodies: the MIC, which reviews the investment and issues the investor certificate, and the immigration authority (Dirección Nacional de Migraciones), which then grants the residency.

The key difference from the normal path: the Investor Pass leads directly to permanent residency. On the classic path you first get a temporary residency for roughly two years and only switch to permanent afterwards. The Investor Pass skips this stage. As usual, the permanent residency card is valid for 10 years and renewable after that.

The investor certificate, which the actual residency application runs on, is issued within 5 business days after official approval. That is the MIC's processing deadline for the certificate, not the total time until the finished card or Cédula: before everything is in hand, the usual steps and waiting times of the immigration authority and the Cédula issuance come on top.

Official: residency only, no citizenship

The Investor Pass grants exclusively a permanent residency, not a Paraguayan passport. Naturalization remains a separate, later path with its own requirements and waiting times. Anyone selling you the Investor Pass as a shortcut to citizenship is confusing two separate things.

180-day freshness, source of funds and Interpol check

Beyond the investment amount, the Investor Pass requires proofs that are typical for investment-based programs. There are three points you should know before you even start doing the math.

First, the 180-day freshness of the funds: the documents that prove your funds must not be older than 180 days at the time of application. Old bank statements or certificates therefore are not enough, you need current proof. Second, a sworn declaration on the origin of the funds (source of funds), which the Paraguayan anti-money-laundering bodies require. Third, an Interpol check, as it is also part of the procedure on the classic residency path.

These requirements are not an obstacle for serious investors, but they mean preparation: you must be able to document the origin of your money cleanly and time your proof correctly so that at submission it still falls within the 180 days.

Keeping the residency: one visit per 3 years

A permanent residency granted via the Investor Pass also has to be maintained. According to the available reports, the rule of thumb is that you keep your status through at least one visit to Paraguay within three years. That is considerably more generous than the rule for the transition from temporary to permanent, where a continuous absence of more than 365 days becomes a problem.

Treat this maintenance rule as guidance, not as a deadline set in stone. The immigration authority can review absences, and the exact interpretation can change. For the Investor Pass, which leads directly to permanent residency, the practical message is: you do not have to live in Paraguay permanently, but over time it does not work entirely without a presence.
