No, and be skeptical of anyone who claims it does. Paraguay taxes on the territorial principle, so foreign income is taxed at 0%. But: the residency alone does not make you a tax resident. For the Tax Residency Certificate you need a Cédula plus provable presence (rule of thumb: 120+ days) or your center of life in Paraguay. And your home country applies its own exit rules. No. The old route to immediate permanent residency via bank deposit was abolished by migration law 6984/2022 in October 2022. Today the rule is: first about two years of temporary residency, then the switch to permanent residency. Anyone still selling you the deposit route today is working with outdated information.

Since January 1, 2026, the authority checks your entries and exits when you apply for permanent residency. If you have been outside Paraguay for more than 365 consecutive days since your temporary residency, the application is rejected. A short visit within 12 months is enough to keep the clock intact.

Since July 6, 2026, applications for permanent residency face a unified, stricter solvency check with 12 categories, including for employees, self-employed people, remote workers and retirees. A diploma alone is no longer enough: you must show provable, documented income, and self-employed applicants need a RUC with a few months of tax history. That is exactly why we plan the RUC in from the start where needed, instead of surprising you shortly before the permanent application.

At the core: passport, birth certificate and a recent criminal record certificate, each with an apostille and less than 6 months old at filing. The details differ by country; in Germany, for example, the apostille for the criminal record certificate has had to be requested before the certificate itself since late 2024, and Austria and Switzerland have their own procedures.
